We are writing this letter on behalf of members of Chinese Electrician Association under IBEW424.4 s) O7 o( y! g: {) _

Some of our members are being investigated by the xxxxxx (name of specific government department ) recently regarding their electrical background and electrician qualification. As a group, we understand the standpoint of this investigation; however we would like xxxxxx to reconsider the necessity of this investigation as well as the proper justice and legal procedure.

% v- {; k7 C& E2 z3 a ]First of all, we think this investigation is being done at wrong time to the wrong personnel.8 q+ b+ f9 a2 `2 s4 y! X
# N- {- f8 S w8 b( z! uThe best timing for xxxxxx to screen electrician’s qualification is after they applied for the qualification challenging test. It doesn’t matter whatever how long it takes or whatever procedure you choose to follow to get your answer whether they are qualified trades man or not, once they get your approval, your decision should be final. We don’t mind if you give them a probation period after they pass the challenging test as we all know that actions speak louder than words, there should not be any back and fill exist in xxxxxx’s action and decision. . }* f. \0 x; y8 Z. x; q
Like Canadian Electricians as well, not all Chinese Electricians have chances to put their hands on PLC, commissioning and startups. Some people may not know how to program a PLC but they might perfect at power distribution, some high level technical personnel move might not have enough strength to pull a big cable. We have different requirement with our trade people, and we should be able to face this variety.
' s* T# F1 e1 C& X0 @; fAlso, they have paid on their background checking and qualification screening and got your approval. We might be able to understand an “Recent Job Qualification Review” after their challenging test or to all Canadian Electricians, but an background re-investigation gives all of us an impression that you have taken our hard work money away but did not do you job. If this is the case, can we ask where our money has gone?!

Secondly, the whole processing is based on guilty assumption logic and those interviewees are treated in the way that they have to find evidences to prove their innocence. There is no proper justice and those questions being asked need to be reviewed.
# [# [! z/ |/ q& LWhen we talk about the whole procedure of this interview, some questions arose about the purpose and fairness of this process:

6 C' ?- b/ x+ g7 {3 NOne of our members inquired about the interview procedure and he was informed that it was only a technical interview. But the real interview turned out to be totally different with what he anticipated. Very few questions were asked about his technical background; instead the investigator went through the very detail of his personal information such as your landing date, your travel schedule etc.: T' ^$ c1 \5 `, `
The other interviewees have the same feedback, they were asked to answer some misleading questions like: What was the last time you talk to your reference. Did you tell him what to say? Etc. 8 O; f4 R: B! ` h# T# y6 [9 k/ c
Some of them have the feeling that they are forced to sign a waiver to let xxxxxx investigate their immigration document without being told that they have the right to refuse and the consequences of this act. . Is there any privacy protection?! E9 I) W1 ~! C! p1 L0 }7 n, c
We are also surprised to know that peace officer was among the investigators. Considering this is just an normal “interview”, we don’t see any necessity why PSPO to be initiated into this investigation! G2 a; v# f3 Q% R0 Q' R1 _
This investigation has gone so wrong and this should not happen in a democratic country, especially in Canada.
