$400的繁荣奖将在明年1月份发放

阿尔伯塔省政府消息,本省居民将在2006年1月份开始陆续收到政府寄来的支票。收到支票的人必须是2005年9月1日之前成为阿尔伯塔居民,并且已经报了2004年的税。每个人收到的$400将不用上税,总额在$13亿到$14亿之间。

罪犯将不会收到支票。支票不会寄给孩子,但是孩子的第一看护者(通常是孩子的母亲)将收到支票。如果在2004年报税之后搬家了,请打电话1-800-959-8281进行地址更改,否则将不会收到支票。一些常见问题请参考如下内容:2 k, M0 d/ R, ^

How much is the rebate worth per person?

Who will qualify for the rebates?
! J/ W. o4 a: _& y4 B8 hResidents who are 18 years of age as of December 2005 and who have filed a 2004 tax return and are a resident of Alberta as of September 1, 2005 are eligible to receive a rebate. ( g; l! e+ H- o) D$ \$ Q* X0 I7 Q

9 X* D7 A: D5 m$ g9 mWill children receive cheques?2 V9 W" P; h0 Y3 D& R' i
No. The rebates for children under 18 will be included on the cheque of the person listed as primary caregiver for the purposes of the Canada Child Tax Benefit, in most cases the mother.# S2 m0 Q! X  F% g- X' J

Who will not qualify for the rebates?
. j+ W0 T6 @! {People convicted of a crime and incarcerated in prison as of September 1, 2005 will not be eligible for the rebate.

. [* Z. t) r4 A2 R! C+ KHow much of the increased revenue is being distributed through rebates?
5 J1 \, i3 I2 @The rebate portion is expected to be worth between $1.3 billion and $1.4 billion. The majority of the additional resource revenue dollars will go to help pay for capital projects and increasing the province's savings.

1 i: J0 U7 d* j# [2 hIf the surplus turns out to be bigger at the end of the year than you are currently forecasting, will there be another round of cheques?
' ]3 y; p* C+ n+ dGovernment designated a dollar amount now so we don't have to wait for the final audited tally in June 2006 to provide a rebate. At this point, it's a "one-time" program reflecting the unexpected increase in revenue. * l) H8 K) ^! q6 N

When will the cheques be distributed?! l+ T$ c9 p5 X. h  V8 d% y
The Canada Revenue Agency is expected to issue the rebate cheques to Albertans in January 2006. There will be supplementary runs starting in March 2006 to handle special situations.   J4 G2 ^0 \1 f- h! d
/ l! D# K9 w; {% \$ T% ~9 i

8 j# k: C# y3 ]- TThe estimated cost is about $10 million - less than one per cent of the total program cost.

) a* h% {7 _1 u* U5 k) x% X, N$ PAre the rebates subject to deductions by maintenance enforcement, tax debts, or student debts?, S; J- r" ]# t) k& r5 t
Deductions on the rebates will only be made for money owing under Maintenance Enforcement but not other debts.0 I8 q+ E& Q* i; _$ r2 _! l

9 L: N" f1 [8 W8 W" |" lWill the rebates result in claw-backs from provincial programs like AISH, Seniors Benefits, student loans or grants?

You can notify the Canada Revenue Agency of a change of address at 1-800-959-8281.

I haven't filed my 2004 tax return. Is there any way I can still receive the rebate?# M- o& Z/ k4 S  P3 }3 t' [9 l
You can still receive a rebate as long as you file a 2004 return by December 31, 2006. A copy of the 2004 tax return form is available online at http://www.cra-arc.gc.ca/formspubs/t1general/alberta-e.html. You will receive a rebate, but it will not arrive in the January 2006 cheque run.

Children whose families already receive the monthly Canada Child Tax Benefit or the Alberta Family Employment Tax Credit will automatically qualify for the Alberta 2005 Resource Rebate.
; l/ m( }& R! k; l% mIf you have never registered your children for the Canada Child Tax Benefit, you should do so by completing an application available online at http://www.cra-arc.gc.ca/E/pbg/tf/rc66/README.html$ R1 A+ C& G' C+ b7 s/ z
Parents who have not registered their children in time to receive the payment by January will receive a payment for the children at a later date. To avoid delays in processing your application, please include a copy of your child's birth certificate for children one year old and up. ( Q2 m0 g5 ?0 ^4 t, j# A1 G3 c* [

How do parents of children born after September 1, 2005 receive a rebate for that child?

Will Alberta students studying outside the province receive rebates?

Will recent immigrants to Alberta from outside of Canada receive rebates?
# A' g9 }* c" z6 K5 b/ W/ jImmigrants who filed a 2004 Canadian tax return will see rebates. Immigrants who are Permanent Residents but were not able to file a 2004 tax return will receive a rebate at a later date so long as they were resident in Alberta on September 1, 2005.

Will Albertans living away from the province temporarily receive the cheque?
7 ~$ W& Q5 e4 N0 {% N0 p" t+ x7 oIt is intended that all Albertans receive the cheque. For example, military personnel who live in Alberta but are away on duty would receive the rebate.

How will the homeless receive their cheques?

8月31日搬来阿省的有吗?

我2005年8月31日从温哥华搬到爱城,已在温哥华报了2004年的税,我有没有资格拿这400元呢?如果有,怎么拿?

Spouses of deadbeat dads and moms will get millions of dollars in overdue child and spousal support as a result of the Alberta government's "resource rebate" program, provincial officials say.

The program will distribute $400 to every man, woman and child in the province.

However, parents in arrears on child and spousal support will have their share of the money seized by the provincial Maintenance Enforcement Program, which collects support payments on behalf of dependent spouses and children.! ]) P1 H* m  C7 M4 l9 a

If $400 was seized by every one of the 20,000 parents in arrears, the Maintenance Enforcement Program would collect $8 million that it would not have otherwise received., b" b  O- \* x

But Haggerty says many of those badly in arrears on their payments will not collect the $400 "resource rebate" because they don't file income tax returns. Albertans have to file a tax return to be eligible for the money. Many deadbeat parents fail to file tax returns to avoid having to make maintenance payments.2 G: z. u9 t/ @) u  _

In the last calendar year, the Maintenance Enforcement Program collected $167 million of $199 million in overdue support payments.
