NDP says foster home over-crowded

9 y% J, j8 U, n1 |- x4 ^ EDMONTON — Police are investigating after a baby in foster care was seriously injured Monday in a quiet community just east of Calgary.

Children’s Services Minister Janice Tarchuk confirmed in the legislature Thursday that the 14-month-old boy was gravely injured while in the province’s care.

“We do have a small boy that is in our care that has been taken to hospital with serious injuries,” Tarchuk later told reporters.

+ i8 x/ t7 `6 W- L+ XBut the minister offered few details and police were also guarded in what they could say about this case. RCMP spokesman Wayne Oakes would only confirm that police are examining the incident., u/ z9 z6 f7 h

“Privacy laws greatly restrict the amount of information that we’re able to disclose,” said Oakes. “But we are involved in an investigation related to this matter.”

Calgary police told The Canadian Press that the baby was injured Monday night in Strathmore, just a few minutes east of Calgary.

- c; Y' y4 i5 T2 o, x5 fHowever, New Democrat Rachel Notley got a tip and told the legislature Thursday that she’d heard the baby’s injuries were life-threatening.

6 _% K/ b7 E6 ~+ e# U! iThe minister would not confirm the overcrowding. But Tarchuk said this incident will be reviewed.; ^& g7 f5 d8 B/ ]# W

! ^! B! F( G2 Q m' Z6 N# |& E' _$ @Notley said her “third-hand” source told her the baby had been shaken to the point of being seriously injured and at one point the infant had been placed in life support.' Z4 a* j' ~' w' G4 y8 m: r1 l4 g0 l
* L2 A2 g) c6 ]+ UCalgary hospitals were not able to provide any information on the child’s condition because the name of the child has not been made public.

$ S1 U |0 P" m2 Y. ^Notley said this incident raises serious questions about the state of foster care in Alberta given that a young boy died just two years ago after being abused while in care.

" }2 m- K& A9 G/ Y1 M2 EIn early 2007, a three-year-old Edmonton boy died while in foster care and the foster mom was later convicted of manslaughter.1 M, y5 a- k+ f' _ Q

“And we knew it was because there were too many kids in that foster home,” said Notley, who challenged the minister on a government review into the toddler’s death.7 p- I4 L$ V4 W) D. G9 n
6 M! J+ q! P, e1 T5 }; X“The recommendations were made a year ago and they should have acted on them by now,” said Notley. “It’s unforgivable.”. D( F1 e+ ? O2 r- T/ \% Z
[4 J6 l) t6 w% F5 Y“They’re studying while people are dying and that’s all we’ll ever get from this minister,” she said. “That’s why we need a public inquiry run by someone who doesn’t answer to this minister.”

Tarchuk said she could not speak about any of the specific details of the case. But she said the province’s review of foster care was very extensive and found the system in good shape.3 W( m5 c! e8 r
9 d& o3 y% L, @2 ~; Q( h- oThe recommended changes, which will be fully implement by summer, include six-month interim licences for new foster parents and tighter controls on how many children are allowed in each home, she said.

0 o ]! K4 `. [) t" h) j a7 SBut Notley slammed the review, saying it appeared to have been orchestrated by the government as a public relations exercise.

“We’ve had nothing but smoke-and-mirror type reviews that were staffed by hand-picked, government-friendly officials,” she said. “It is time for us to look into how we are treating our children in care and to get it right.”
