急！求助！关于off-campus！！！

我是在线申请校外工签的，已经注册了e-pass，开通了mycic，后来mycic里面收到了回信“Your request for  Eligibility Verification has been completed by your Designated Institutional Representative (DIR).  At this time, an Eligibility Verification Number could not be issued. If you have questions or concerns regarding your request, contact your DIR.

After consulting your DIR, you may, at any time, request another Eligibility Verification. ”我不明白这是什么意思？他们说不能给我EVN，是不是代表我被拒了啊？？还是说我还需要再等啊，如果我被拒了的话那我该怎么办呢？重新申请吗？还是说以后都不能申请了啊？
拜托给位大侠解答一下啊！我真的很着急啊！谢谢各位了
