It is not a good thing actually.
I know a elementary school principle (come from India) for more than 8 years. You know many India people think the same as chinese --- Take every chance to save money. Many India families tries to put their kids into the special program. But the principle said, she won't put her two kids in there, because the school system will label the kid as "delayed or troubled", and the good ranking Cognition elementary schools will never accept those kids.
I do not know if she said is true. Do you know anyone's kid was in "delayed" program and still been accepted by Cognition elementary schools?
