The Multicultural Health Brokers Co-operative would like to ask you for your help and participation in our research project:  "Unemployment and Underemployment Within Ethno-cultural Communities in Edmonton: An Environmental Scan and Database"

2 {" W- G$ |# a0 ~% N  U; _The purpose of the project is to explore, define and document the issue of unemployment and underemployment within ethno-cultural communities in Edmonton.  Your participation will help us put a human face to the statistics of unemployed and underemployed immigrants and refugees.  It will help us to understand the barriers community members have faced and the strategies you have developed to find meaningful employment. With your help, we will be able to share with government and employers the suggestions you make for program and policy development that will help break down the barriers and help bring people into rewarding careers.

The On-line Survey will help us to highlight to employers and government the rich experience that is in our communities.  We want to show that we do have engineers, social workers, office managers, nurses, technicians, and many more highly skilled and highly educated people who are available and interested in putting their experience to work!

unemployment 是失业， Underemployment 是未就业吗？不懂。我想应该是专业不对口，大材小用的意思。

字典说underemployment指未充分就业，比如有人做part time工作，或者没有得到专业工作。
9 k" L" V1 [  \7 S: B9 N不过我估计调查者也许是想统计未就业数据，以统计失业率和就业率。

1 s7 H8 r6 ~8 q) C5 y失业率＝找工作但没有工作的/（所有找工作的人＋正在工作的人），分母或者说是所有想工作的人，即unemployed population devided by the labour force

; Q. C: l# u- D: j/ [$ I就业率＝有工作的人/所有人，即employed population divided by the population （15 years of age and over）
+ u9 Z+ B0 K, G. o0 Y2 p
/ Y# _2 G# W4 _, C: F这两项指标的分子和分母都不同，所以失业率＋就业率不等于100％，总是小于100％

(上述人指15岁以上的人口)
